This may be true in your state and the states you have shipped guns to. BUT in NY for me to receive a gun and a handgun in particular it MUST come from an FFL to an FFL.

Anyway, weather you can or can't ship person to FFL. Every gun I sell I ship from my FFL to thiers, that way I know everything is on the up and up. I get along good with my gun shop owner enough he only charges me the actual shipping, and I let him worry about what the right way to ship it is.
