If you register here you can use the reloading database which has quite a few loads for the 7-08 and many others.

In my XP (safe in mine-back off on yours and work up)
40.0 grains H-4895 with a 140 NBT
42.0 gr of H-4895 with the 120 grain NBT.

Under the tab above that says "Member Swervices" scroll down to "Reloading".

Just for what its worth. I had really good luck with a Hornady 139 SpBt and 42 gr of RL 15 in my 7mm-08 Enocre Barrel.

That was a max load...

120 gr NBT over IMR4350 - I do not have the load data handy, but I believe I got starting points from the Nosler manual.

45grns H-380 under a 140grn speer soft point boat tail. 15 inch factory blued Encore barrel.

First load I started with, and what I am still shooting. Worked well, so I never messed with it. It'll shoot MOA out of my Encore on a good day. Great performance on game so far too.

Dead deer last year at 110yrds.
Dead deer in 2010 at 300yrds.

Neither went far.

120 gr. sierra or hornady 47grs h414 in my encore 15 in barrel and my dads both shoot awsome groups
