Bigger hammer? When I get stuck parts I try cold first, because it is convenient, and then heat. Stick it in the freezer for 10 minutes and then work on it. If still stupborn put a little flame on it. If they drilled the blade and the base at the same time there may be a burr.
Rod, too.

use a brass hammer and alternate ends until it starts moving. If you don't care about the old insert clamp on a pair of vice grips as tight as you can and hit them with the hammer. I wouldn't put alot of heat on it since the ramp is soldered on, the Rugers normally take alot of heat but still best to avoid if possible.

also lock the barrel in a vice as tight as you can, use leather or wood shims to keep from damaging the metal.

You just need to get a little expansion/contraction going which is why cold often works as well. I like the vise grip method too.
