I hope someone can clear this up, can I ship ammo to a buyer is I get a signed slip saying he is over 21? My FFL dealer says I need a copy of an FFL dealer to send it to. I called FED X and they won't ship it, I called UPS and the will ship it ground if it is labeled ORM-D and says cartridge small arms. What is up. I live in Pa and the buyer lives in Ca.
