With a red dot sight do you have to center the dot in the reticle?

If it weren't for "dumb" questions I wouldn't know nearly what little I do.
The answer is no, put the dot on the target and it should hit it no matter where the dot is on the glass. They are really easy to shoot.

It depends on the quality of the red dot too. Some of them have serious paralax issues.

Never had trouble with Ultradots. They are relatively cheap compared to other offerings and they are really tough.

I'll ask my own "stupid question", since it's on the same topic.
I shot a friend's 22 pistol a few years ago that was mounted with a red dot sight (I don't recall the brand - probably something cheap knowing him). The dot was bouncing all around inside the tube at about 90 MPH it seemed. I beat myself to death just trying to get one shot off.
Is this normal, did he have a peice of garbage equipment, or was I just not holding my mouth right?

Well put your poor quality red dot on a sand bag. With out touching it move your head. You can watch the dot move to different points on the target. I know when you do it with a scope it is called parallax. What do you call it with a red dot. EO Tech and Aimpoint say that their sights don't have parallax.

Parallax is from magnification ONLY! There is no magnification with a red dot. I don't think that's quite right - you don't need magnification to have a parallax problem. There's a lot of reflex sights out there (red dots) that are only parallax free to 50 yards and they have no magnification.
